In Australia to make free VOIP internet phone calls you will need both yourself and the person you are calling to be online and using the same software. Most of the IPSPs provide free calls in this manner.

However, you do not need to sign up with an IPSP to make free calls. You simply need the hardware (computer, headset and microphone and internet connection) and a software program such as Freshtels Firefly or Skype.
